On behalf of the European Commissioner for Development, Mr. Poul Nielson, I wish to express the Commission’s satisfaction on this occasion of the signing of the Regional Strategy Paper and Regional Indicative Programme.

THE CARIBBEAN’S CREATIVE DIVERSITY : THE DEFINING POINT OF THE REGION’S HISTORY LECTURE DELIVERED BY PROF. REX NETTLEFORD, VICE CHANCELLOR, UNIVERSITY OF THE WEST INDIES, 21 MARCH 2003, UNIVERSITY OF GUYANA, TURKEYEN, GREATER GEORGETOWN, GUYANA

An appreciation of the history of this region is critical to a fuller understanding of contemporary realities and future challenges. For the Caribbean shares in the great drama of the Americas of which it is an integral part, whereby new societies are shaped, new and delicately tuned sensibilities are honed, and appropriate designs for social living are crafted through the cross-fertilisation of disparate elements. The process has resulted in a distinguishable and distinctive entity called “Caribbean”. The process is intensely cultural.

PRESS STATEMENT ISSUED AT THE CONCLUSION OF THE ELEVENTH MEETING OF THE COMMUNITY COUNCIL OF MINISTERS, 3 FEBRUARY 2003, GEORGETOWN, GUYANA

The Community Council of Ministers, the second highest organ of CARICOM met on Monday under the chairmanship of the Hon. Osborne Riviere, Minister of Foreign Affairs, Trade and Marketing of Dominica in Georgetown, Guyana. Its priority issue was the consideration of the arrangements including the agenda for the upcoming 14th Inter-Sessional Meeting of the Conference of Heads of Government scheduled for Port-of-Spain, Trinidad and Tobago on February 14 and 15.

MESSAGE OF CONDOLENCE FROM MR. EDWIN CARRINGTON,  CARICOM SECRETARY GENERAL, TO THE PEOPLE’S NATIONAL CONGRESS/REFORM ON THE DEATH OF MR. HUGH DESMOND HOYTE, M.P, S.C.

It is with deepest regret, shock and sadness that the members of staff of the CARICOM Secretariat and I have learnt of the passing of Hugh Desmond Hoyte, SC, MP., former President of Guyana, on Sunday morning 22 December 2002 at his residence in Georgetown, Guyana.

Hugh Desmond Hoyte was a man who had to be respected for his rare qualities. An erudite man, he could not be faulted for his commitment to his country nor to his region as the historical Herdmanston Accord and Saint Lucia statements attest.

CIVIL SOCIETY ENCOUNTER A MAJOR CARICOM ACHIEVEMENT - SECRETARY-GENERAL CARRINGTON

CARICOM Secretary-General, Mr. Edwin Carrington identified the Forward Together Conference as one of the major achievements of the Caribbean Community in 2002.

The Conference which brought together the Heads of Government of CARICOM and organisations from civil society took place in Georgetown, Guyana last July. Mr Carrington and assisted by senior members of his management team held a Press Conference at the Secretariat's headquarters, Bank of Guyana building to update the media on a number of developments during the year.
