The CARICOM Secretariat wishes to thank the Caribbean Food Crops Society for the opportunity to discuss the challenges for the Caribbean Community in these early years of the 21st Century and onward.

I. PREAMBLE

I am honoured by the invitation of the Caribbean Food Crops Society to speak at its Forty-Fourth Annual Meeting. Your longevity is indicative of an accumulation of knowledge and service to the agricultural sector of the Caribbean which I, a mere Economist and occasional dabbler in the special field of agricultural economics cannot match. Therefore I thank you in advance for your kindness and tolerance.

This is borne out by the 2002 United Nations World Water Development Report, which, among other things, states that, “…of all the social and natural resource crises, we humans face, the water crisis is the one that lies at the heart of our survival and that of our planet Earth.”

We have gathered again, as we do so frequently, this time in the beautiful islands of Antigua and Barbuda, and we must thank the government and people of Antigua and Barbuda for receiving us as splendidly as they have done.

We have come together as leaders of the 15 member countries and 5 associate countries that make up this Community. And let me say this, in case there be any doubt that still lingers: JAMAICA REMAINS FIRMLY COMMITTED TO CARICOM!
