REMARKS DELIVERED BY DR EDWARD GREENE, ASSISTANT SECRETARY-GENERAL, HUMAN AND SOCIAL DEVELOPMENT, CARICOM SECRETARIAT, AT THE OPENING CEREMONY OF THE REGIONAL WORKSHOP ON THE DEVELOPMENT OF NATIONAL ANTI-DRUG STRATEGIES AND PLANS, 28 APRIL – 1 MAY 2009, CASTRIES, SAINT LUCIA
Approximately ten days ago (17th April 2009) on the occasion of the Inaugural Ceremony of the Fifth Summit of the Americas which was convened in Port- of- Spain, Trinidad and Tobago, the Honourable Dean O. Barrow, Prime Minister of Belize and Chairman of the Caribbean Community (CARICOM) made reference to the “bete noir” or literally the black beast that continues to challenge the Region. This particular beast was identified as the ‘ever increasing crime’ ‘fuelled’ in part by ‘trafficking in illicit drugs and arms.’
COMMUNITY PREPARES FOR SHANGHAI EXPO
(CARICOM Secretariat, Turkeyen, Greater Georgetown, Guyana) CARICOM Secretary-General His Excellency Edwin Carrington and Mr. Huang Jianzhi, Deputy Director of the Bureau of Shanghai World EXPO Coordination, yesterday signed the Financing Agreement between the Caribbean Community and the People’s Republic of China with respect to EXPO 2010 to be held in Shanghai, China.
The Agreement assists Member States of the Caribbean Community (CARICOM) along with the CARICOM Secretariat to participate in EXPO 2010.

MORE TANGIBLE SUPPORT FOR PANCAP FROM CARIBBEAN GOVERNMENTS
(CARICOM Secretariat, Turkeyen, Greater Georgetown, Guyana) A call for Caribbean governments to provide financial support to PANCAP was made during the official opening of the Twelfth Meeting of the Regional Coordinating Mechanism of the Pan Caribbean Partnership Against HIV and AIDS (PANCAP), which opened on Monday, in Saint Lucia.
Minister of Health of Dominica and Chair of PANCAP, the Hon. John Fabien, was firmly convinced that the time was opportune for Caribbean governments to demonstrate tangible financial support through an organized system of contribution.
CARICOM SECRETARIAT TO HELP MEMBER STATES TACKLE DRUG PROBLEM
The Caribbean Community Secretariat is seeking to empower CARICOM Member States to tackle more effectively the worsening illicit drug problem within the Caribbean through the development and subsequent implementation of National Anti Drug Strategies and Plans.
PANCAP TWELFTH RCM TO DISCUSS RESOURCE MOBILISATION
(CARICOM Secretariat, Turkeyen, Greater Georgetown, Guyana) The Regional Coordinating Mechanism (RCM) of the Pan Caribbean Partnership Against HIV and AIDS (PANCAP) will convene its twelfth ordinary meeting on 27 to 28 April 2009, in Saint Lucia.
