Human Resource Development (HRD)

The HRD Programme focuses primarily on Education and Sport Development but also gives support to aspects of the Secretariat’s programme of work on Labour. The Programme is mandated to promote the development of education through the strengthening of the educational policy environment across CARICOM.


The current programme of work for Sport Development is primarily related to the convening of the annual CARICOM Road Race in the margins of the Community’s Conference of Heads of Government and supporting Member States where necessary in preparation for sports-related requests.


The Programme works closely with the CARICOM Single Market and Trade Unit to support smooth transition between school and work through credentialing for life-wide and lifelong training.


CARICOM Vocational Qualifications (CVQs)
CVQs are a critical component of skills development under the CSME framework. They provide regionally recognized certification for occupational standards, enabling youth mobility and employability across Member States. CVQs support technical and vocational education and training (TVET), equipping young people with competencies aligned to regional labour market needs.

The CSME also opens a world of opportunities with the free movement of skills, goods, and services, for young professionals to work, study, and establish businesses across the Region.

The CARICOM Human Resource Development (CHRD) 2030 Strategy
The CHRD 2030 Strategy was approved in 2017 as the long-term, strategic plan to guide the development of human resources in the Region.


The Vision articulates the belief in the personal power of every Caribbean citizen and endorses the fact that HRD holds the keys to the achievement of high levels of personal, national and regional success.
