STATEMENT ON BELIZE/GUATEMALA ISSUED BY THE FOURTH UK/CARIBBEAN FORUM 12 MAY 2004, LONDON

The Participants of the UK/Caribbean Forum, meeting in London on 11 and 12 May 2004, took note of a report from Belize in relation to the ongoing process to reach a just, equitable and permanent solution to the territorial differendum between Belize and Guatemala within the framework of the Organisation of American States (OAS).

The international community remains fully supportive of the OAS process between Belize and Guatemala and has embraced the September 2002 OAS Proposals as a fair and just solution to the long-standing differendum. We are therefore disappointed that the new Guatemalan government rejected the OAS Proposals in February 2004.

We recall and reaffirm the strong support of the Commonwealth Heads of Government (Nigeria, December 2003) and of the CARICOM Heads of Government (St. Kitts and Nevis, March 2004) for the sovereignty, security and territorial integrity of Belize. We commend both parties for extending the Confidence Building Measures until their June meeting and urge them to continue managing their relations in good faith.
