The Executive Management Committee, formerly the Senior Management Committee, is established as an advisory body, pursuant to the Staff Rules and Regulations, to assist the Secretary-General in the discharge of his/her functions as Chief Executive Officer of the Community. The Secretary-General serves as Chairman.
The EMC comprises the Secretary-General, Deputy Secretary-General, Assistant Secretaries-General for CARICOM Single Market and Trade; Economic Integration, Innovation and Development; Foreign and Community Relations; Human and Social Development, and the General Counsel. The Chef de Cabinet, Office of the Secretary-General serves as Secretary to the EMC, supported by a Reporting Secretary.
The Committee’s meetings are conducted in closed (caucus) sessions. The agenda covers a range of policy and other matters affecting the Secretariat or the Community as a whole. The decisions of the Committee are, by virtue of the concurrence of the Secretary-General, binding upon the Secretariat.
