Innovative Legal Drafting Programme for CARIFORUM residents is underway

Jan 09, 2026

Residents of CARIFORUM States holding positions such as legal drafters, legal officers in trade ministries, senior trade officials and Members of Parliament, among others, are  enhancing their skills in treaty and legislative drafting through the innovative Legal Drafting e-Learning Programme. The Programme started on 20th February 2023 and will conclude on 14th May 2023.

The Programme’s innovative online MOOC (Massive Open Online Course) format allows independent study and self-assessment in an accessible and flexible way. As part of this activity, the programme’s instructors and guest speakers will conduct a series of live sessions that cover a wide range of topics related to the Economic Partnership Agreement (EPA), such as implementation challenges, managing a legislative drafting office, inter-agency collaboration and more.

As a result of the Legal Drafting e-Learning Programme, Caribbean legal drafters and public sector professionals will acquire further tools and knowledge to revise or develop legislation necessary for more effective implementation of the CARIFORUM-EU Economic Partnership Agreement (EPA) in CARIFORUM States.

Course participants are residents of the following CARIFORUM States working in the context of the EPA in the public sector: Antigua and Barbuda, The Bahamas, Barbados, Belize, The Dominican Republic, Grenada, Guyana, Haiti, Jamaica, Saint Lucia, St. Kitts and Nevis, St. Vincent and the Grenadines, Suriname and Trinidad and Tobago.

The Legal Drafting e-Learning Programme is part of the Capacity Building in Legal Drafting Project financed by the European Union and executed by ARCA Consortium on behalf of CARIFORUM. The Project seeks to, inter alia, build capacity within the public sector of CARIFORUM States in treaty and legislative drafting through training of selected participants.
