BRIDGETOWN, Barbados - It is possible to have social development when no economic growth is taking place.
This, says Prime Minister Freundel Stuart, is because structural changes are taking place which are intended to make life better for a larger number of people.
Delivering the feature address at the Barbados Launch of the 2013 Human Development Report at United Nations House yesterday morning, the Prime Minister said that the history of the Caribbean is evidence of the fact that growth is not necessarily an end in itself. Tracing the history of the region, he noted that in colonial times, while there was economic growth, there was no evidence of social development.
