Your Excellency Irwin LaRocque, I bring you greetings from your home country, Dominica, and it is with great humility that I present my Credentials to you as the Secretary-General of the Caribbean Community (CARICOM).

It is with great pleasure that I welcome you to the CARICOM Secretariat for the presentation of your credentials as the Plenipotentiary Representative of the Commonwealth of Dominica to the Caribbean Community (CARICOM).

In your new post, you are replacing a much loved and respected figure in the Community, the late Charles Maynard, whose contribution to the integration movement is well chronicled. I am certain, Your Excellency, that you will chart your own path in the knowledge that the foundation laid and the goodwill engendered by Ambassador Maynard will make it easier.

OPENING REMARKS   BY THE SECRETARY-GENERAL CARIBBEAN COMMUNITY (CARICOM) AMBASSADOR IRWIN LAROCQUE ON THE OCCASION OF THE CARIFORUM STAKEHOLDERS’ CONSULTATION WITH THE ACP EMINENT PERSONS’ GROUP (EPG) ON THE FUTURE OF THE ACP GROUP ST. GEORGE’S, GRENADA 1 November 2013

It is quite fitting that such a discussion about the future of the African Caribbean Pacific Group of States (ACP) should take place in the Caribbean, for it is in this Region that the idea was conceived and it was this Region that played a pivotal role in the formation of this grouping.  It is also fortunate that among the participants over the next two days are some who were present at the 1972 informal discussion in Georgetown, Guyana among Foreign Ministers of Africa and the Caribbean which eventually led to the ACP. I refer to Sir Shridath Ramphal and Sir Edwin Carrington.

Theme: Statistics in Everyday Life; Let us Education and Appreciate

It is an honour for me to greet you on behalf of the Secretary-General of the Caribbean Community, His Excellency Irwin LaRocque, on the occasion of the Thirty-Eighth Meeting of the Standing Committee of Caribbean Statisticians (38th SCCS) and the Twenty-Third Meeting of the Regional Census Coordinating Committee (23rd   RCCC), which is being held in the Member State of St Kitts and Nevis.

CONNECTING THE DOTS…..

As we reflect on the last two quarters, it is fair to say that some key topical issues (not necessarily in order of importance) which have appropriately engaged CARICOM policy makers have been: (i) the urgent need for stimulating economic growth; (ii) the matter of the impact of graduation on the availability of development assistance (ii) high external debt burden, and, (iv) post 2015 development agenda. Brief comments on the link between energy and the aforementioned issues, and how transitioning the energy sector can positively impact same are provided.

MESSAGE BY AMBASSADOR IRWIN LAROCQUE SECRETARY-GENERAL OF THE CARIBBEAN COMMUNITY (CARICOM) ON THE OCCASION OF CARIBBEAN STATISTICS DAY Georgetown, Guyana 15 October 2013

Statistics has been playing a significant part in the evolution of our Community through the provision of data based upon which decisions could be guided.  It is a happy coincidence that such an important element of the Region’s social and economic life, is celebrating the International Year of Statistics in the same year of the Community’s 40th Anniversary.
