It gives me great pleasure to welcome you, Ambassador Noel, as Haiti’s first Plenipotentiary Representative to the Caribbean Community.  Ambassador, you, however, are far from being a newcomer to our Community and this institution in particular.

The year 2013 has come to a close and with it, my tenure as Chairman of the Conference of the Heads of Government of the Caribbean Community (CARICOM).
My Chairmanship coincided with the celebration of the 40th anniversary of our Community and it was my distinct honour and privilege to have hosted the Thirty-Fourth Conference of Heads of Government, and, on the 4th of July, the commemoration of our milestone at Chaguaramas, the birthplace of our Community.

2013 was a reflective and celebratory year for the Community as we marked our 40th Anniversary.  That we have come thus far is testimony to our determination and commitment to forge a common destiny as small unified States in this unique corner of the world called the Caribbean.  Our Anniversary Theme of ‘Celebration and Renewal’ remains relevant as we bask in our Caribbean-ness, rekindle the spirit of Community and continue our integration quest with an outlook that is shaped by new thinking and different approaches.

Let me welcome you all to this function which tonight is a multifaceted one. We celebrate the Staff of the Secretariat, especially those who will be honoured tonight. We celebrate the end of another year together as the CARICOM Secretariat family. And this celebration is taking place in the year that we mark the 40th Anniversary of our Community.

I wish to begin by conveying greetings on behalf of the Secretary-General of the Caribbean Community, Ambassador Irwin LaRocque. He sends his highest regards and commendation to the Government of the Republic of Trinidad and Tobago for the initiative to host the Launch of CARICOM Energy Week 2013.

It is indeed a great pleasure for me to join you at this session between the Caribbean Community (CARICOM) and UNESCO taking place at its Thirty-Seventh General Conference.  I wish to express our appreciation to you, Director General, for affording the CARICOM delegations this opportunity to meet with you to discuss issues of specific importance to our Region.  I also wish, at the outset, to commend your excellent leadership of UNESCO, so eloquently expressed by the Executive Board in its nomination for you to serve a second term at the helm of the Organisation.
