REMARKS BY AMBASSADOR IRWIN LAROCQUE, SECRETARY-GENERAL CARIBBEAN COMMUNITY (CARICOM) AT THE PRESENTATION OF CREDENTIALS BY HIS EXCELLENCY ROBERT LIVINGSTONE MORRIS, PLENIPOTENTIARY REPRESENTATIVE OF BARBADOS TO THE CARIBBEAN COMMUNITY, 31 JANUARY 2012, GEORGETOWN, GUYANA

(CARICOM Secretariat, Turkeyen, Greater Georgetown, Guyana) It is always a singular pleasure to accredit plenipotentiary representatives of Member States of the Caribbean Community (CARICOM). One has the comfortable feeling that one is welcoming a close relative home to talk about family matters, and Barbados, a founding father, is undoubtedly a very integral part of the CARICOM family.

A BOOST FOR CLIMATE CHANGE AND SECURITY IN THE CARIBBEAN

(CARICOM Secretariat, Turkeyen, Greater Georgetown, Guyana) The Caribbean’s capacity to respond to climate change will be strengthened with an injection of 4.9 million pounds from the United Kingdom’s Department for International Development (DFID).

CARICOM STUDIES SHOW THE CSME OPERATING AT ABOUT 64% LEVEL OF COMPLIANCE

(CARICOM Secretariat, Turkeyen, Greater Georgetown, Guyana) The CARICOM Single Market and Economy (CSME) is operating at about sixty-four percent (64%) overall level of compliance. This is based on the findings of studies commissioned by the Caribbean Community (CARICOM) Secretariat. The five core CSME regimes are functioning but not at the level of effectiveness contemplated by the Community. The studies were carried out over the last three years.

​(CARICOM Secretariat, Turkeyen, Greater Georgetown, Guyana) It is for me a signal honour and privilege to be part of this August body and to serve as a co-chair of this critically important 7Th UK-Caribbean Bi-Annual Meeting, being convened over two days and in so doing, I extend a whole-hearted welcome to all gathered for this momentous occasion. It certainly is good you came.

It is a pleasure to speak alongside my co-chair today, the Foreign Minister of St Kitts and Nevis, Hon Sam Condor.

Indeed I look forward to hearing from all of you – and to getting a clear sense of how you think our cooperation can develop.

UK-CARIBBEAN TO BUILD STRONG TIES AROUND FOUR KEY AREAS

(CARICOM Secretariat, Turkeyen, Greater Georgetown, Guyana) The Caribbean and the United Kingdom have agreed to establish a new and improved strategic partnership to promote prosperity growth and development within both regions.

This is in keeping with the spirit of cooperation and with the theme of the Seventh UK-Caribbean Forum - Sustainable Growth Toward Prosperity – which opened in Grenada on Friday evening.

CARPHA TO COLLABORATE WITH CARIBBEAN TOURIST ORGANIZATION ON QUALITY TOURISM

(CARICOM Secretariat, Turkeyen, Greater Georgetown, Guyana) The Caribbean Public Health Agency (CARPHA) which started its operations this month under Interim Director, Dr. Jerome Walcott, former Minister of Health, Barbados was a subject of discussion at the Council of the Caribbean Tourism Organization, held during the Market Place Conference in Nassau The Bahamas on 22 January 2012

CARICOM WANTS STRONGER RELATIONS WITH UK

(CARICOM Secretariat, Turkeyen, Greater Georgetown, Guyana) The Caribbean Community (CARICOM) opened talks with the United Kingdom on Saturday morning IN Grenada with further calls for stronger partnerships to mitigate what it described as “the insidious global challenges confronting the Community.”
