Address By Ambassador Irwin Larocque, Secretary-General, Caribbean Community (CARICOM) on The Occasion of The Fifteenth Meeting of The Council for Foreign and Community Relations (COFCOR) Paramaribo, Suriname 3 May 2012

(CARICOM Secretariat, Turkeyen, Greater Georgetown, Guyana) Let me start by welcoming you all here today to this the Fifteenth Meeting of the COFCOR, in the pleasant surroundings of Paramaribo. As usual, the host country has left no stone unturned to put excellent arrangements in place to facilitate the conduct of our business. For this we are grateful to the Government and people of Suriname.

REMARKS BY H.E. WINSTON G. LACKIN, CHAIRMAN OF THE COUNCIL FOR FOREIGN AND COMMUNITY RELATIONS OF CARICOM AND MINISTER OF FOREIGN AFFAIRS OF THE REPUBLIC OF SURINAME, ON THE OCCASION OF THE FIFTEENTH MEETING OF THE COUNCIL FOR FOREIGN AND COMMUNITY RELATIONS (COFCOR), 3 – 4 MAY 2012, PARAMARIBO, SURINAME

(CARICOM Secretariat, Turkeyen, Greater Georgetown, Guyana) Permit me to take this opportunity to welcome you most heartily to the Republic of Suriname. I also wish to extend a special welcome to the Ministers and delegations of Third Party States, invited to address our gathering.

According to Article 16 of the Revised Treaty of Chaguaramas, COFCOR is the Ministerial Council responsible for inter alia, determining relations between the Caribbean Community and International Organizations and Third States.

CARICOM observers for the Bahamas elections

(CARICOM Secretariat, Turkeyen Greater Georgetown, Guyana) A 12-member Caribbean Community (CARICOM) Mission will observe the May 7 General Elections in The Bahamas.

The team will be drawn from ten Member States and the CARICOM Secretariat. The Core Team, comprising the Chief of Mission, Mr. Orrette Fisher Director of Elections, Jamaica; Deputy Chief of Mission, Mr. Gasper Jn. Baptiste, Deputy Chief Elections Officer, Saint Lucia, and the Secretariat staffers arrived in Nassau, The Bahamas, on 1 May. The other Observers will arrive on 3 May.

COTA LAUNCHES THIRD ESSAY COMPETITION

(CARICOM Secretariat, Turkeyen, greater Georgetown, Guyana) The Caribbean Organization of Tax Administrations (COTA) recently launched its Third Essay Competition for secondary school students in recognition of its 40th anniversary.

The topic is The Tax Administration plays a critical role in my country's development. How can Information and Communication Technology enhance my country's tax administration's capabilities so as to generate greater resources for national development?

SG TELLS DIASPORA TRADE NOT THE ONLY MEASURE OF SUCCESS FOR CARICOM

(CARICOM Secretariat, Turkeyen, Greater Georgetown, Guyana) Secretary-General of the Caribbean Community (CARICOM) Ambassador Irwin LaRocque told leaders of the Washington DC United States-based Caribbean diaspora that merchandise trade was not the only measure to judge the success of the integration movement.

STIGMA AND DISCRIMINATION PROGRAMMING A HIGH PRIORITY

(CARICOM Secretariat, Turkeyen, Greater Georgetown, Guyana) Haiti’s Minister of Health, the Hon. Dr. Florence Duperval Guillaume has called on the Pan Caribbean Partnership Against HIV and AIDS (PANCAP) to prioritise regional programming on stigma and discrimination.

Dr. Duperval Guillaume was delivering remarks on Wednesday, at the official opening of the Eighteenth Meeting of the Executive Board of PANCAP, in Saint Lucia, in his capacity as Chair of the Board.

(CARICOM Secretariat, Turkeyen, Greater Georgetown, Guyana) On behalf of the Government and people of Saint Lucia, I bid you a warm welcome on this, the occasion of the 18th Meeting of the Executive Board of the Pan Caribbean Partnership against HIV and AIDS (PANCAP). Since its first diagnosis in 1985, successive governments have aggressively responded both at home and in the wider region to ensure that this epidemic was under control.

CARICOM SG IN WASHINGTON

(CARICOM Secretariat, Turkeyen, Greater Georgetown, Guyana) Secretary-General of the Caribbean Community (CARICOM), Ambassador Irwin LaRocque, is in Washington D.C. USA, for a series of meetings with International and Hemispheric Institutions including the Inter-American Development Bank (IDB), World Bank and the Organisation of American States (OAS). The Secretary-General will also pay a courtesy call on the Director of the Pan American Health Organisation (PAHO) Dr Mirta Roses Periago.

PANCAP TO HOLD KEY GOVERNANCE MEETINGS

(CARICOM Secretariat, Turkeyen, Greater Georgetown, Guyana) The Pan Caribbean Partnership against HIV and AIDS (PANCAP) will hold two meetings related to its governance and operations from 25 to 26 April 2012, in Saint Lucia. These meetings are the Eighteenth Meeting of the Executive Board and Second Meeting of the Regional Coordinating Mechanism for Global Fund Projects (RCMGFP). These meetings precede the Sixteenth Special Meeting of the Council for Human and Social Development (COHSOD) – Health which will be held on 27 and 28, also in Saint Lucia.

GUYANA ENVIRONMENT MINISTER CALLS FOR ONE VOICE AT RIO+20 CONFERENCE

(Caribbean Community Secretariat, Turkeyen, Greater Georgetown, Guyana) Guyana Minister of Natural Resources and the Environment, the Hon. Robert Persaud says, Caribbean Community (CARICOM) Leaders must join with one voice to call for urgent and meaningful action by the international community in addressing climate change and barriers to sustainable development.
