JAMAICA-COURT-Police groups to appeal ruling by Constitutional Court

KINGSTON, Jamaica, CMC – Five police groups opposed to a recent ruling that will give the Independent Commission for Investigations (INDECOM), the power of arrest, have instructed their lawyers to appeal the decision.
Last week, the court ruling that the Commissioner of INDECOM, Terrence Williams will now be able to arrest and charge members of the police force and the military, without the guidance of the Director of Public Prosecutions (DPP), Paula Llewellyn.

Cultural orientation critical to China-Caribbean relations

KINGSTON, Jamaica, Observer- With most Caribbean countries experiencing high debt, unemployment and anaemic growth, offers by China of low-cost loans and investment projects are understandably viewed favourably by regional governments. There are many obstacles along the way to unleashing these investment possibilities, however, and it is important that both the Chinese authorities and regional governments actively address these gaps. CARICOM divide deepen-Tufton fires back after Nicholson dismisses proposal to withdraw regional body

KINGSTON, Jamaica, Gleaner - The rhetorical fisticuffs between the Government and the Opposition over Jamaica's continued participation in CARICOM became more intense yesterday, with the opposition spokesman on trade, Dr Chris Tufton, berating remarks by his government counterpart, A.J. Nicholson, who wants no part in any suggestion about a temporary withdrawal from CARICOM.
The suggestion was made by the leadership of the Jamaica Labour Party (JLP), but Nicholson strongly advised against it in the Senate on Wednesday.

Firm commitment

KINGSTON, Jamaica, CMC – The Jamaica government has reiterated its commitment to the regional integration movement, CARICOM, and dismissed calls for the island to quit the 15-member grouping. Foreign Affairs Minister, AJ Nicholson in a statement in the Upper House on Wednesday addressed comments from former Prime Minister Andrew Holness and opposition Jamaica Labour Party (JLP) legislator Dr. Christopher Tufton that the country could benefit from a “temporary pull out of CARICOM”.

Electoral Commission to consider new proposals on campaign financing

KINGSTON, Jamaica, CMC – The Electoral Commission of Jamaica (ECJ) will meet on Wednesday to consider a proposal to increase the amount of funds individuals and donors can contribute to candidates and political parties, as part of draft legislation for campaign financing.
ECJ Chairman Dr Herbert Thompson told The Jamaica Gleaner newspaper that the commission's original recommendation two years ago that no person should give a candidate more than one million (One Jamaica Dollar = US$0.01 cents) had been adjusted to two million as a result of the devaluation of the local currency.

Jamaica to host regional conference on disaster management

BRIDGETOWN, Barbados, CMC - Jamaica will host the 8th Annual Caribbean Conference on Comprehensive Disaster Management (CDM) in December, the executive director of the Barbados-based Caribbean Disaster Emergency Management Agency (CDEMA), Ronald Jackson, has said. More than 400 delegates are expected to attend the December 2-6 conference which will be held under the theme “CDM for Resilient Development: A Good Investment”. The annual conference is the Caribbean’s premier event on disaster risk management.

EDITORIAL - Incompetence with energy

KINGSTON, Jamaica - The Office of Utilities Regulation (OUR) must quickly decide whether it is up to the job it is mandated to perform. If it is not, it must move over and let someone else get on with it. We especially refer to the agency's ability to determine Jamaica's future energy needs, the fuel mix that will meet those requirements at the cheapest cost, and to evaluate bids that will deliver power most economically. To be frank, this newspaper is not now sanguine of the OUR's capacity to deliver.

Carbon travel tax - who benefits?

KINGSTON, Jamaica - Two United Nations specialist agencies, the International Civil Aviation Authority (ICAO) and the International Maritime Organisation (IMO), may this year separately agree a basis on which all carriers by sea and air will limit their carbon emissions. Aviation is reported to be contributing around two per cent of global carbon emissions, and maritime transport more than three per cent.
