Heads of Government of the Caribbean Community (CARICOM) and CANADA, at their Sixth Summit Meeting at Montego Bay, Jamaica, on 19 January 2001,

Having considered recent developments in Belize-Guatemala relations;

Welcoming the fact that on 8 November, 2000 Belize and Guatemala signed an Agreement on Confidence Building Measures witnessed by the Permanent Council of the Organisation of American States;

Pleased that the parties, at an Emergency Meeting in Miami, Florida on 16 and 17 January, 2001 agreed on a Plan of Action to implement the November 8, 2000 Agreement, including Protocols for the timely removal of unauthorised settlers;

Apprised that this Agreement has been violated and that tensions along the border have increased;

Concerned that there is a real and present threat to the peace and stability of the region;

REAFFIRM their support for the territorial integrity, security and sovereignty of Belize; and

CALL UPON both governments to implement fully and in good faith all the measures agreed upon in the November 8 Agreement and the Plan of Action of 17 January 2001, in order to ease tensions along their border and between their two countries, which will enable them, in a climate of peace and harmony, to move forward at their scheduled meeting in Washington, D.C. on 5-7 February to commence negotiations on the substantive matters of the territorial differendum in accordance with the principles and practices of the United Nations.
