Belizean elected new President of Regional Administrative Tribunal

Judge Lisa M Shoman of Belize has been elected by her peers to the Presidency of the Caribbean Community Administrative Tribunal (CCAT) from 20th April 2022 for two years, as the second President of the Tribunal. Judge Shoman SC was preceded by, Sir Patterson Cheltenham, Chief Justice of Barbados who served with distinction as the first President of CCAT from 20th April 2020.

President Shoman is currently a Justice of the Supreme Court of Belize, and is currently serving a second term as President of the Inter-American Development Bank Administrative Tribunal (IDBAT).

She has served as Belize’s Foreign Minister, and as the Lead Opposition Senator in the National Assembly of Belize, and served for seven years as Belize’s Ambassador to the United States and as Permanent Representative to the OAS; and as High Commissioner to Canada concurrently.

Lisa M. Shoman was elevated to Senior Counsel in 2010 and has served as a Court-certified Mediator, an Arbitrator and an Umpire in Arbitrations. She holds an LL.B. and LLM from The UWI at Cave Hill, the Certificate of Legal Education from the Norman Manley Law School and was called to the Bar in Belize in 1988. She has served as President of the Belize Bar Association and on the Disciplinary Committee of the General Legal Council of Belize.

About CCAT

The CCAT is an impartial and independent judicial body that provide staff members of the CARICOM Secretariat and Regional Institutions, subject to the CCAT’s jurisdiction, with a forum for the final settlement of employment disputes.

Pursuant to Article VI of the CCAT Statute, after the election of the first President, the presidency shall be held on rotation every two years on the basis of the order of seniority of its members according to their order of appointment.
