JOINT DECLARATION ISSUED ON THE OCCASION OF THE SECOND CARICOM-SICA SUMMIT OF HEADS OF STATE AND GOVERNMENT, 12 MAY 2007, BELIZE CITY, BELIZE

We, the Heads of State and Government and their representatives of the Caribbean Community (CARICOM) and the Central American Integration System (SICA) (hereinafter called the Parties) meeting in Belize City, Belize on the 12th of May 2007 on the occasion of the Second CARICOM-SICA Summit.

Considering the objectives and commitments assumed by the Parties at, the historic, First CARICOM- SICA Summit, held on 5th February 2002 in Belize City.

PORT-OF-SPAIN DECLARATION ON THE EDUCATION SECTOR RESPONSE TO HIV AND AIDS

1. We, the Ministers of Education of the Caribbean Community, along with representatives of National AIDS Authorities, and other representatives of governments, organizations and agencies participating in the Special Meeting of the Council for Human and Social Development (COHSOD) on Education and HIV and AIDS in Port-of-Spain, Trinidad and Tobago 9-10June 2006;

2. Recall that the Nassau Declaration asserts that the Health of the Region is the Wealth of the Region;

REMARKS BY HIS EXCELLENCY, EDWIN CARRINGTON, SECRETARY-GENERAL OF THE CARIBBEAN COMMUNITY ON THE OCC

Excellency, it is certainly a pleasure to welcome you warmly as the Plenipotentiary representative of the Federative Republic of Brazil to the Caribbean Community (CARICOM). I have perused your CV and I must say that your many years of service and the dedication to your duties make you eminently qualified to be Brazil’s representative to the Caribbean Community. The decision by the Government of Brazil to appoint an ambassador to CARICOM is clear evidence of the importance that Brazil places on its relations with CARICOM.

BRAZIL APPOINTS AMBASSADOR TO CARICOM

(CARICOM Secretariat, Turkeyen, Greater Georgetown, Guyana) Trade and economic relations as well as South-South cooperation between the Caribbean Community (CARICOM) and Brazil are expected to expand under the stewardship of His Excellency Arthur Vivacqua Correa Meyer, the Plenipotentiary Ambassador of the Federative Republic of Brazil to CARICOM.

CARIBBEAN TO ACHIEVE UNIVERSAL ACCESS BY 2010

(CARICOM Secretariat, Turkeyen, Greater Georgetown, Guyana) Prime Minister of the Republic of St.Kitts and Nevis and Chair of Pan Caribbean Partnership Against HIV/AIDS (PANCAP), the Hon. Dr Denzil Douglas committed the Caribbean to the goal of universal access to prevention, care, treatment and support for every man, woman and child by 2010.

PANCAP ADVOCATES UNIFIED APPROACH TO UNIVERSAL ACCESS

(CARICOM Secretariat, Turkeyen, Greater Georgetown, Guyana) Caribbean leaders are concerned about long term financing for HIV programmes in the Region because of an expected shortfall of US$900 million to the Global Fund for HIV/AIDS, Tuberculosis and Malaria.

This was one of the key issues raised at a breakfast meeting for CARICOM/ PANCAP high level officials attending the three-day United Nations General Assembly Special Session (UNGASS) on HIV/AIDS in New York.

CARICOM SECRETARY-GENERAL CONCLUDES PRODUCTIVE HIGH-LEVEL MISSION TO SURINAME

(CARICOM Secretariat, Turkeyen, Greater Georgetown, Guyana) CARICOM Secretary-General His Excellency Edwin Carrington and a team of Officials of the CARICOM Secretariat completed a three-day official visit to Suriname on Wednesday 24 May 2006, as guests of His Excellency President Runaaldo Ronald Venetiaan and his government.

PANCAP GOES TO THE UNITED NATIONS

(CARICOM Secretariat, Turkeyen, Greater Georgetown, Guyana) Approximately 50 representatives of the Caribbean Community (CARICOM)-coordinated Pan Caribbean Partnership Against HIV/AIDS (PANCAP) will attend the United Nations General Assembly Special Session on HIV/AIDS on May 31 to June 2, at the United Nations Headquarters, New York.

HIV/AIDS AND HUMAN RIGHTS ADVOCATES TO DEVELOP STRATEGY

(CARICOM Secretariat, Turkeyen, Greater Georgetown, Guyana) Human Rights and HIV/AIDS advocates from across the Caribbean will meet in Kingston, Jamaica on 25 to 26 May 2006 at a workshop to develop strategies for rights based responses to HIV/AIDS epidemic in the Caribbean. The workshop is convened by the Pan Caribbean Partnership Against HIV/AIDS (PANCAP) Law, Ethics and Human Rights project in collaboration with the Canadian International Development Agency (CIDA), as part of its Enhanced Support to HIV/AIDS in the Caribbean (ESAC) programme.

CARICOM SECRETARY-GENERAL LEADS OFFICIAL VISIT TO SURINAME

(CARICOM Secretariat, Turkeyen, Greater Georgetown, Guyana) CARICOM Secretary-General His Excellency Edwin Carrington will lead a team of officials from the CARICOM Secretariat on an official visit to Suriname from Monday 22 May to Wednesday 24 May.
