OPENING REMARKS BY DR. EDWARD GREENE, ASST. SECRETARY-GENERAL, HUMAN AND SOCIAL DEVELOPMENT, CARIBBEAN COMMUNITY, AT THE PANCAP/CIDA/USAID WORKSHOP ON LAW, ETHICS AND HUMAN RIGHTS, 7 NOVEMBER 2003, GEORGETOWN, GUYANA

It is my pleasure to bring you greetings on behalf of the CARICOM Secretariat and in particular the Secretary-General and indeed the entire CARICOM Family. This workshop is a very important one as it deals with one of the priority areas: law ethics and human rights identified in the Caribbean Regional Strategic Framework of the Pan Caribbean Partnership against HIV/AIDS. Law, ethics and human rights are identified also as one of three elements in the PANCAP proposal to the Global Fund along with care and treatment and prevention.

CARIBBEAN HIV/AIDS EPIDEMIC REVIEW NEXT WEEK

Under the theme Many Partners Building One Initiative the CARICOM–led Pan Caribbean Partnership against HIV/AIDS (PANCAP) holds its Third Annual General Meeting on 12 and 13 November in Georgetown, Guyana.

CARICOM HEADS OF GOVERNMENT TO MEET IN SPECIAL TWO-DAY SESSION IN SAINT LUCIA

CARICOM Heads of Government will be meeting in Castries, Saint Lucia, on the 13-14 November 2003, at their Ninth Special Meeting, to deliberate on issues arising from the Twenty-Fourth Conference of Heads of Government of the Caribbean Community, held in Jamaica in July of this year.

The Meeting is being viewed as an opportunity for taking stock of the progress made on the issues discussed at the last Conference and for giving fillip and direction to the work to facilitate the earliest possible conclusion.

Thank you for the invitation to address this Commencement Ceremony of the University of the West Indies. For me this holds particular significance, since I have very fond memories of my time at the Department of Natural Sciences from 1968 to 1971.
