CARICOM STAKEHOLDERS ON SUGAR MEET THURSDAY

CARIFORUM/CARICOM Secretary-General, EU Commissioner For Development And Humanitarian Aid Sign €40.5m Financing Agreement

(CARICOM Secretariat, Turkeyen, Greater Georgetown, Guyana) Secretary General of CARIFORUM/CARICOM His Excellency Edwin Carrington and European Commissioner for Development and Humanitarian Aid , Mr. Luis Michel , on Monday, 08 January, 2007 signed a Financing Agreement for a grant of €40.5M to support the Caribbean Region in achieving its objective of regional economic integration and repositioning into the world economy.

The signing took place at the Commission's headquarters in Brussels.

JOINT DECLARATION ISSUED ON THE OCCASION OF THE SECOND CARICOM-SICA SUMMIT OF HEADS OF STATE AND GOVERNMENT, 12 MAY 2007, BELIZE CITY, BELIZE

We, the Heads of State and Government and their representatives of the Caribbean Community (CARICOM) and the Central American Integration System (SICA) (hereinafter called the Parties) meeting in Belize City, Belize on the 12th of May 2007 on the occasion of the Second CARICOM-SICA Summit.

Considering the objectives and commitments assumed by the Parties at, the historic, First CARICOM- SICA Summit, held on 5th February 2002 in Belize City.

As we welcome the New Year, 2007, as Secretary-General, I am confident that the Caribbean Community has erected a solid foundation towards achieving its goals.

2006 was a year of undoubted progress with far-reaching implications for Caribbean integration. It began on an historic note with the coming into being of the CARICOM Single Market on 1 January, with the entry into force of the Revised Treaty of Chaguaramas. This was a very significant milestone in the journey on which the Founding Fathers of CARIFTA embarked over a generation ago.

Madame Chair

I would like first of all to thank the Government of Spain for hosting this International Conference on what is in reality the future of Haiti - its social and economic development. In providing this particular venue, La Casa de America, which is laden with symbolism, Spain has selected a location which is a worthy reflection of its increasingly key role in the development of the Caribbean region.

THEME:  KEEP THE PROMISE : STOP AIDS WITH A FOCUS ON 'ACCOUNTABILITY'
(CARICOM Secretariat, Turkeyen, Greater Georgetown, Guyana) Last year, the global community was confronted with a poignant call from the organizers of the World AIDS Day commemoration to “Keep the Promise: Stop AIDS”. This call found particular resonance in the Caribbean given the high prevalence and increasing incidence of the disease and the dire consequences for the development of the human and social capital.

Good morning and thank you for being here today. Our delegation is pleased to be with the people of Saint Lucia and to serve as observes in the December 11th General Elections.

Our presence on the island is at the invitation of the Prime Minister of Saint Lucia; our mandate comes from CARICOM Heads of State and Government who instructed that an observer mission be present for these elections.
