CARICOM TASK FORCE ON CLIMATE CHANGE AND DEVELOPMENT HOLDS FIRST MEETING

(CARICOM Secretariat, Turkeyen, Greater Georgetown, Guyana) The inaugural meeting of the CARICOM Task Force on Climate Change and Development was held in Saint Lucia. The Task Force will facilitate and coordinate technical work, advise on policy directions on climate change, and provide support to CARICOM Member States in their preparations for key regional, hemispheric and other global forums and in their negotiations with international development partners.

CARICOM TASK FORCE WELCOMES OBAMA’S STATEMENT ON CLIMATE CHANGE

(CARICOM Secretariat, Turkeyen, Greater Georgetown, Guyana) The CARICOM Task Force on Climate Change and Development welcomes the views of President-elect Barack Obama for a cap and trade system approach to cutting greenhouse gas emissions and further supports the targets to reduce emissions to their 1990 levels by 2020 and another 80% by 2050.

The Region’s support for Mr. Obama’s proposals was indicated at the First Meeting of the Caribbean Task Force on Climate Change and Development held in Saint Lucia from 21-22 November 2008.

INTERNATIONAL ISSUES DOMINATE BUREAU MEETING

(CARICOM Secretariat, Turkeyen, Greater Georgetown, Guyana)   Chairman of the Caribbean Community (CARICOM), the Honourable Baldwin Spencer, Prime Minister of Antigua and Barbuda will preside over the 24th Meeting of the Bureau of Conference of Heads of Government of CARICOM to be held in St. John’s, Antigua and Barbuda on Saturday 22 November 2009.

The Seventeenth Meeting of the Council for Human and Social Development (COHSOD) which focussed on Education was convened under the theme: Accelerating the Implementation of the Education Agendaand was held at the Guyana International Conference Centre, Liliendaal, Greater Georgetown, Guyana on 17-18 November 2008.

COMMUNIQUÉ ISSUED AT THE CONCLUSION OF THE SEVENTEENTH MEETING OF THE COUNCIL FOR HUMAN AND SOCIAL DEVELOPMENT (COHSOD),  17-18 NOVEMBER 2008, GEORGETOWN, GUYANA

WORK PROGRESSES ON RIGHTS OF SKILLED NATIONALS, DEPENDENTS

(CARICOM Secretariat, Turkeyen, Greater Georgetown, Guyana) Work is moving apace on the development of a Protocol on Contingent Rights linked to Free Movement within the CARICOM Single Market and Economy (CSME). The Caribbean Community (CARICOM) aims to conclude the draft Protocol by the end of 2009.

The Officials on Contingent Rights held their second meeting from November 10-11, 2008 at the Headquarters of the CARICOM Secretariat, Georgetown, Guyana and agreed to a number of recommendations for inclusion in the Protocol. Among them are two broad areas: education and health.

COTED LOOKS AT EPA IMPLEMENTATION

(CARICOM Secretariat, Turkeyen, Greater Georgetown, Guyana) The Twenty-Sixth Meeting of the Council for Trade and Economic Integration (COTED) will be held 24-25 November 2008 at Le Meridien Pegasus in Georgetown, Guyana.

The implementation of the recently signed Economic Partnership Agreement (EPA) between the Caribbean Forum of African Caribbean and Pacific States (CARIFORUM) and the European Commission (EC), will be among the main issues to be discussed.

GLOBAL FINANCIAL SITUATION HIGH ON BUREAU’S AGENDA

(CARICOM Secretariat, Turkeyen, Greater Georgetown, Guyana) As individual member states assess the implications of the current financial situation, the Bureau of Heads of Government of the Caribbean Community (CARICOM) will consider the global economic and financial crisis at its Twenty-Fourth Meeting on Saturday 22 November 2008.

Salutations

It is my pleasure to welcome you, on behalf of the Secretary-General, to this the Seventeenth Meeting of the Council for Human and Social Development (COHSOD).

This Education COHSOD is meeting at a time when the global economic and financial crisis brings into sharp focus the need to have a trained, readily trainable and re-trainable work force in our Region.

Today’s global situation makes it imperative for countries such as ours to re-orient and fine-tune our systems to cope with the phenomenon.
