The current situation in DR

• The Dominican Constitution up to 2010 recognised in principle, that in keeping with the legal principle of jus solis “all persons born in the territory of the  Dominican Republic” are Dominican citizens. However, a loophole allowed the authorities to deny the children of undocumented persons with such citizenship since they were judged to be ‘in transit’.

Your Excellency Irwin LaRocque, I bring you greetings from your home country, Dominica, and it is with great humility that I present my Credentials to you as the Secretary-General of the Caribbean Community (CARICOM).


We are quite aware of the importance of the Regional Integration Movement to our people in the Caribbean, and the achievements of CARICOM to date are many.  However, CARICOM is forging ahead in the planning and implementation of programmes aimed at providing increased benefits to Caribbean citizens.

Newly appointed Dominican Ambassador presents credentials

(CARICOM Secretariat, Turkeyen, Greater Georgetown, Guyana)     Secretary General of the Caribbean Community (CARICOM) Ambassador Irwin LaRocque, on Thursday said he welcomed steps being taken by Dominica to make the Caribbean Court of Justice (CCJ) its final court of appeal.

The Secretary General was speaking during a ceremony at the CARICOM Secretariat headquarters, Turkeyen, Guyana, where Ambassador to CARICOM from Dominica His Excellency Felix Gregoire presented his credentials.

It is with great pleasure that I welcome you to the CARICOM Secretariat for the presentation of your credentials as the Plenipotentiary Representative of the Commonwealth of Dominica to the Caribbean Community (CARICOM).

In your new post, you are replacing a much loved and respected figure in the Community, the late Charles Maynard, whose contribution to the integration movement is well chronicled. I am certain, Your Excellency, that you will chart your own path in the knowledge that the foundation laid and the goodwill engendered by Ambassador Maynard will make it easier.

Ministers to chart strategic direction of COTED

(CARICOM Secretariat, Turkeyen, Greater Georgetown, Guyana)     When Caribbean Community (CARICOM) Ministers responsible for trade meet in Georgetown at week’s end, a major undertaking will be charting the strategic direction of the Council for Trade and Economic Development (COTED).

Professional Statisticians’ association launched

(CARICOM Secretariat, Turkeyen, Greater Georgetown, Guyana)    The Caribbean Association of Professional Statisticians (CAPS) whose motto is `Promoting Statistics for Sustainable Development’ was launched on Monday in Basseterre, St. Kitts and Nevis.
The Association was launched during the opening ceremony of the Thirty-Eighth Meeting of the Standing Committee of Caribbean Statisticians (SCCS), and the Twenty-third Meeting of the Regional Census Coordinating Committee (RCCC).

Grenada to establish ICT Centre of Excellence

ST GEORGES, Grenada (GIS) – Grenada, with the support of the Indian government, is establishing a Centre of Excellence in Information and Communication Technology (ICT).

Under the project – the first of its kind in the Organisation of Eastern Caribbean States (OECS) – India is providing equipment for ICT Centre, which is expected to open by September.

The project involves the upgrading and expanding of an existing facility of the Grenada Industrial Development Corporation (GIDC) in St Georges.
