Caribbean And Brexit: Securing Market Access

By Elizabeth Morgan – The European Union (EU) Summit addressing Brexit held on October 18 has come and gone with no UK withdrawal agreement and no date for another summit. While the EU has said that not enough progress was made, the view from the British side is that the agreement is 95 per cent complete.

The outstanding five per cent, however, is so difficult that a no-deal outcome is still a very strong possibility. Intense negotiations are ongoing in London and Brussels in the effort to make the UK’s withdrawal a reality by March 31, 2019.

Implementation Plan for the CSME 2017-2019

The Caribbean Community (CARICOM) has taken steps to accelerate the use of the measures under the CARICOM Single Market and Economy (CSME). The Conference of Heads of Government in July 2017, approved the Implementation Plan for the CSME 2017-2019 which coincides with the CARICOM Strategic Plan (2015-2019).

The Plan is a comprehensive document which details the level of implementation of measures called for by the Revised Treaty of Chaguaramas or decisions taken by Community Organs.

This Brief:

  • Informs of the recent study on Non-Tariff Measures (NTM) and Non-Tariff Barriers (nTB), and their impacts on intra-regional agri-food trade.
  • Clarifies, in a concise manner, the context of this long-standing issue and the difference between nTMs and nTBs.
  • Calls for consensus on the need for, and  type of concerted actions to be taken to ‘systematically dismantle’ as opposed to ‘eliminate’ these nTBs within CARICOM.
