SALUTATIONS

It is with great satisfaction and optimism that I address you today as one of the new generation of leaders who are emerging throughout the Caribbean to take responsibility for the political, social and economic development of our Region in a rapidly changing global environment.

First, I want to thank the Government and people of Saint Lucia for welcoming us to this beautiful country, and for making the splendid arrangements for this historic Conference.

REGIONAL SECURITY ISSUES HIGH ON CARICOM HEADS OF GOVERNMENT JULY AGENDA

(CARICOM Secretariat, Georgetown, Guyana) Saint Lucia’s Minister for National Security, the Honourable Calixte George, says when CARICOM Heads of Government meet in that country next weekend, they will be considering a number of recommendations from Regional Security Ministers, aimed at curbing the increasing levels of crime that has recently been affecting the Region.

CARICOM SEEKS FUNDS FOR DISTANCE LEARNING PROJECT

(CARICOM Secretariat, Georgetown, Guyana) The Caribbean Knowledge and Learning Network (CKLN) which was officially switched on at the July 2004 Regular Meeting of The Conference of Heads of Government in Grenada, is slated to receive funding from the World Bank, the Canadian Government and E-Links, a United States based company. The full-scale operation of the e-learning network system will however require an additional US$9M, Dr. the Rt. Hon. Keith Mitchell, Prime Minister of Grenada disclosed yesterday.

Heads of Government of the Caribbean Community are aware of the recent intense campaign directed against you and the United Nations.

The Heads of Government are concerned by these attacks and take this opportunity to express our continued confidence in you and your commitment to the ideals of the United Nations.

The Heads of Government are cognizant of the fact that 2005 is likely to be a seminal year in the history of the United Nations and believe that your leadership is vital to the organization at this time.

The Tenth Special Meeting of the Conference of Heads of Government of the Caribbean Community was held in Port-of-Spain, Trinidad and Tobago on 8-9 November 2004. The meeting was chaired by Dr. the Rt. Hon. Keith Mitchell, Prime Minister of Grenada, Carriacou and Petit Martinique, and Chairman of the Conference.
