As Secretary-General of the Caribbean Community, it gives me great pleasure to join the Hon. Prime Minister in welcoming you to this, the Ninth Meeting of the Council for Finance and Planning (COFAP), and to make a few remarks.

It is a pleasure to join in welcoming you to this opening ceremony. which will signal the start of a three-part training programme in Project Development and Project Management being conducted within the Organisational Development (OD) component of the CIDA-funded CARICOM Capacity Development Programme (CCDP).

I am delighted at the interest shown in these workshops; it is obviously an indication that the Secretariat staff realises the importance of the skills you will derive from this training.

ADDRESS ON HAITIAN SITUATION BY K.D. KNIGHT,  MINISTER OF FOREIGN AFFAIRS AND FOREIGN TRADE, JAMAICA, TO THE UN SECURITY COUNCIL ,  2 MARCH 2004

Allow me at the outset to extend my congratulations to you on your leadership of the Security Council during the month of February. Your diplomatic skills and gracious style have obviously ensured smooth and effective handling of the various matters which have come to the Council. I had the pleasure of visiting your great country just over a week ago and was impressed by its progress and its economic development as well as its strong support for multilateralism and the international system.
