It is my pleasure to bring greetings to the Chairman and delegates at the Opening Ceremony of the Fourth Annual General Meeting of the Pan Caribbean Partnership Against HIV/AIDS (PANCAP). I regret that I cannot be physically present, but this is largely due to the fact that St. Kitts and Nevis is in the terminal stages of its general elections scheduled for 25th October (just four days away).

First, I want to express the sympathy, solidarity and support of the Secretary-General and staff of the CARICOM Secretariat for our sister nations of the Region who have suffered such loss of life and damage at the hands of recent hurricanes, especially Hurricane Ivan.

That change is taking place all around us; global changes in the form of liberalisation and new technologies are taking place at a rate that is unprecedented;

That young people are among those increasingly vulnerable to poverty, social and economic marginalisation, alienation and a number of other social ills;

Welcome to Grenada. Welcome to Spice Country. Welcome to the Twenty-fifth Regular Meeting of the Conference of Heads of Government of the Caribbean Community. The people of Grenada, Carriacou and Petit Martinique welcome you.

I am very pleased that all of my friends are here. Just a few days ago, one of my colleague Heads of Government asked whether or not I would be here.

Fortunately, being a cricketer, dealing with bouncers is ingrained in me. Thankfully though, bouncers are now limited to one per Over.
