Mr. Chairman, permit me first to thank the out-going Chairman of CARICOM, the Honourable Patrick Manning, for his excellent leadership of our regional integration movement during his tenure. In his second (or is it his third?) coming, Prime Minister Manning has emerged as a titan of regional integration. I anticipate continued excellence of leadership from our in-coming Chairman, the Honourable Denzil Douglas, to whom I pledge, as always, my fullest support and cooperation.

I was deeply honoured to receive the invitation extended by President James to be the guest speaker at this important event in the Rotary calendar. I was especially pleased to learn that the theme was: “Lead the Way”, since leadership means having the opportunity to serve people in a special way.

“THE ROLE OF SMALL ENTREPRENEURS IN STRENGTHENING THE CARICOM SINGLE MARKET AND ECONOMY” : ADDRE

I have been requested to address you today on the role of small entrepreneurs in strengthening the CARICOM Single Market and Economy (CSME). I take this as a signal of your recognition that governments can only provide the enabling environment but that the private sector has to be the engine for growth and development. This is also an indication that you are already aware of the importance of your role because it is indeed a very big and critical role.

STATEMENT BY H.E. EDWIN W. CARRINGTON, SECRETARY-GENERAL, CARIBBEAN COMMUNITY (CARICOM), ON THE OCCASION OF THE INAUGURAL CARIBBEAN-AMERICAN HERITAGE MONTH, JUNE 2006

We, the peoples of the Caribbean, both in the Homeland and in the Diaspora, will without doubt always remember the sixth month of the sixth year of the 21st century. It is both an historic and a momentous occasion, as on 5 June 2006 the President of the United States of America, George W. Bush, officially proclaimed June 2006 - Caribbean-American Heritage Month.

For centuries, the United States of America has benefited from the contributions of the sons and daughters of the Caribbean.

Excellency, it is certainly a pleasure to welcome you warmly as the Plenipotentiary representative of the Federative Republic of Brazil to the Caribbean Community (CARICOM). I have perused your CV and I must say that your many years of service and the dedication to your duties make you eminently qualified to be Brazil’s representative to the Caribbean Community.
