NEGOTIATIONS AND THE ECONOMIC PARTNERSHIP AGREEMENT : CARICOM MINISTERS EXPRESS CONCERN AT EUROPEAN COMMISSION’S ASSESSMENT OF AGRICULTURE TRADE

(CARICOM Secretariat, Turkeyen, Greater Georgetown, Guyana) Ministers of the Caribbean Community, meeting at the Twenty First Meeting of the Council for Trade and Economic Development (COTED) in Trinidad and Tobago on May 12-13, 2006, expressed serious concern about the stance being taken on agriculture by the European Commission (EC) in the current negotiations for an Economic Partnership Agreement (EPA).

I am very pleased for the invitation to address this gathering.

I am very pleased that the forum is addressing the issue of Science and Technology (S&T), and may I add "Innovation", and their contribution to Caribbean Development. The Conference is covering a number of very important topic areas, such as Regional Priorities, the issues of Partnership and Networking among regional institutions, Innovation and Inventions, Capacity Development, Policy Framework, and Funding, among others.

Mr. incoming Chairman, all hands are on deck and accounted for inclusive of a new quartermaster in the person of Minister Clarke. The vessel is fit for sail. I now turn over the bridge to you. And no captain, the ship is not sinking, but rather, stands in majestic glory ready for any challenge posed by our Caribbean waters.

Colleagues, when we last met I addressed you as incoming Chair of this illustrious Council. I now do so as outgoing Chairman.

THIRD CARICOM-SPAIN SUMMIT “MOST PRODUCTIVE AND VALUABLE”: SECRETARY-GENERAL CARRINGTON

(CARICOM Secretariat, Turkeyen, Greater Georgetown) Spain is taking a first step towards joining the Caribbean Development Bank (CDB) by contributing to the Special Development Fund of the Bank. Spain also specifically offered assistance in establishing the Regional Development Fund which is a key element of the CARICOM Single Market and Economy.

The announcement was made by Spain during the III CARICOM- Spain Summit which ended in Madrid on Thursday.

SIR GEORGE ALLEYNE INTERACTS WITH PANCAP STAFF AND CARICOM OFFICIALS

(CARICOM Secretariat, Turkeyen, Greater Georgetown, Guyana) The Caribbean Community (CARICOM) Secretariat yesterday welcomed Sir George Alleyne, Director Emeritus of the Pan-American Health Organisation/World Health Organisation, on a visit to interact with the staff of Pan Caribbean Partnership Against HIV/AIDS (PANCAP).

Sir George informed that his session with the PANCAP staff entailed discussion on issues of best practice and the Partnership’s structure and function. He commented that PANCAP had done well and that its communications programme had proved to be effective.

Mr. President of the Government of the Kingdom of Spain, on behalf of my colleague Prime Ministers and other members of the delegation of the Caribbean Community, let me thank your government for the warm and excellent arrangements which have facilitated us in fulfilling the objectives of this our Third CARICOM-Spain Summit.
