I am privileged to speak on behalf of the Caribbean Community (CARICOM) at this Ceremony honouring Mme Justice Bernard, one of the inaugural Judges, and the first female Judge of the Caribbean Court of Justice. Her appointment to that high office was a proud moment for us in the Community, given that Justice Bernard was the recipient of the Eighth CARICOM Triennial Award for Women in 2005, evidence that she has distinguished herself in numerous areas, two of which are of particular significance to the Caribbean Community.

CARICOM Attorneys-General discuss implications of Myrie Ruling

The current situation in DR

• The Dominican Constitution up to 2010 recognised in principle, that in keeping with the legal principle of jus solis “all persons born in the territory of the  Dominican Republic” are Dominican citizens. However, a loophole allowed the authorities to deny the children of undocumented persons with such citizenship since they were judged to be ‘in transit’.

CCJ cementing rules-based system in CARICOM – Secretary-General LaRocque

(CARICOM Secretariat, Turkeyen, Greater Georgetown, Guyana)     Deliberations of Caribbean Community (CARICOM) Ministers of Trade during their Special Session on the Strategic Direction of the Council for Trade and Economic Development (COTED), should be informed by the recent judgement by the Caribbean Court of Justice which has cemented the Community’s rules-based system.

STATEMENT ON THE RULING OF THE DOMINICAN REPUBLIC CONSTITUTIONAL COURT ON NATIONALITY

(CARICOM Secretariat, Turkeyen, Greater Georgetown, Guyana)     The Caribbean Community is deeply concerned by the ruling of 23 September 2013, of the Constitutional Court of the Dominican Republic on nationality which modifies retroactively legislation which bestowed citizenship on persons born in the Dominican Republic during the period 1929-2010.  As a result of the ruling, which considers migrants entering the Dominican Republic since 1929 and their children born in the country as “in transit” and requires them to obtain nationality, a large number of persons

CCJ judgement will shift way business is conducted in Community - CARICOM Secretary-General

(CARICOM Secretariat, Turkeyen Greater Georgetown, Guyana)      Secretary-General of the Caribbean Community (CARICOM), Ambassador Irwin LaRocque, has called on CARICOM Member States that have not taken the necessary steps to make the Caribbean Court of Justice (CCJ) their final court of appeal, to do so.
Ambassador LaRocque was speaking during a conference at the University of the West Indies, Regional Headquarters in Kingston, Jamaica on Tuesday hosted by the Sir Arthur Lewis Institute for Social and Economic Studies (SALISES).

LAC MEETING DISCUSSES CCJ PROPOSAL, LEGAL EDUCATION NEEDS

LEGAL AFFAIRS COMMITTEE GIVES LEGAL DIRECTION ON INTEGRATION ISSUES

(CARICOM Secretariat, Georgetown, Guyana) The Eighth Ordinary Meeting of the Legal Affairs Committee (LAC) was held at the Krasnapolsky Hotel Paramaribo, Suriname on 11 February, 2005 under the chairmanship of H.E. Mr. Siegfried F. Gilds, Minister of Justice and Police of the Republic of Suriname. Representatives from eight Member States participated in the Meeting and Antigua and Barbuda, The Bahamas, Jamaica, St. Kitts and Nevis, Saint Lucia, Suriname and Trinidad and Tobago were represented at the level of Attorney-General.
