Jamaica’s Permanent Representative, Ambassador Brian Wallace
Jamaica’s Permanent Representative, Ambassador Brian Wallace, was named co-chair of the informal ad hoc working group on the Mandate Implementation Review, alongside New Zealand’s Permanent Representative Carolyn Schwalger. The role of the working group is to examine proposals for the UN 80 Initiative contained in the report of the Secretary General on mandate implementation review. The Working Group is expected to identify principles and follow-up actions to improve the creation, delivery and review of mandates.
Ambassador Wallace is a distinguished and experienced diplomat, who brings a wealth of knowledge and experience from his training in international law and in managing intergovernmental processes having previously served as Co-Facilitator of the Declaration for Future Generations and as co-chair of the Group of Friends of Children and the SDGs and Group of Friends on SDG Financing.

The UN 80 Initiative, launched by Secretary General Antonio Guitierrez in March 2025, on the cusp of the 80th anniversary of the United Nations, is envisioned as a major reform of the multilateral system to make it efficient and effective in today’s world. Some of these reforms include cutting costs, streamlining operations and mandates, and sharpening impact. The Initiative comes against a backdrop of a liquidity crisis and a weakening of multilateralism. A more impactful United Nations can restore trust in multilateralism. The Caribbean Community will continue to advocate for a more efficient multilateral system that promotes coherence,
reduces unnecessary duplication, strengthens accountability and delivers for all, especially the most vulnerable.
