This report examines the growing importance of Information and Communication Technology for Development (ICT4D) and digital transformation in advancing equitable access to technology, reducing digital divides, and supporting socio-economic development. It highlights how the COVID-19 pandemic intensified the urgency for digital inclusion and reinforced the role of ICT as a critical enabler of resilience, service delivery, and economic progress. The report also explores the global significance of digital transformation and its contribution to empowering communities and fostering social advancement. Particular attention is given to the challenges faced by Small Island Developing States (SIDS), including many CARICOM Member States, as they work to overcome structural barriers to building inclusive digital societies.
