This final report presents a comprehensive, evidence-based analysis of the institutional, governance, and operational challenges confronting the Caribbean Community (CARICOM), with a particular focus on the effectiveness of the CARICOM Secretariat. It advances a sequenced reform agenda centred on strategic prioritisation, strengthened regional governance, and a fundamental restructuring of the Secretariat to enhance implementation capacity, accountability, and value delivery to Member States. The study was commissioned by CARICOM Heads of Government and prepared by Landell Mills Ltd with the support of the European Union, drawing on extensive regional consultations and comparative institutional analysis.
