Concept Paper Franchising
This concept paper examines the development of a franchising framework for services within the CARICOM Single Market and Economy (CSME). Prepared in accordance with the contractual Guidelines and Expected Outcomes agreed between the CARICOM Secretariat and G. L. Sydney Simmons of Global Development Services Corporation (GDSC), the paper draws on regional experience and international expertise in franchising to propose a practical and implementable model tailored to the Caribbean context.
The paper articulates a pragmatic conceptual approach to franchising as an instrument of entrepreneurial and private-sector development within CARICOM member states. It integrates insights from historical and contemporary franchising practices in the region, while also benefiting from specialist international legal and franchising advisory input. The proposed model is designed to be adaptable across targeted CSME jurisdictions, supporting the structured growth of service-based enterprises.
Central to the paper is the presentation of a pilot project framework through which the CARICOM Secretariat can facilitate technical and developmental assistance to prospective investors and businesspersons. The model envisages the systematic building of franchising capability within the Common Market as a foundation for longer-term export development beyond the region. Over a projected five- to seven-year horizon, the framework positions franchising as a strategic mechanism for enhancing regional competitiveness, enterprise scalability, and sustainable economic integration.
