Human Development

Human development advances social resilience by supporting human resource development and complementary social policy initiatives that strengthen capability, inclusion, and opportunity. It treats people-centred development as an essential counterpart to economic integration thus aligning education, skills, and well-being with the demands of a changing regional economy.

Development of Services Sector

This programme strengthens services, both as a major employer and as a tradable driver of growth, by supporting regional policy coherence and integration measures that enable services firms and professionals to operate across borders. In the annual-report framing, services development is treated as a pillar of economic integration and post-shock recovery.

Tourism

The tourism programme supports regional economic recovery and transformation by promoting coordinated approaches to resilience, standards, and sector performance, recognising tourism’s systemic links to employment, services trade, and transport connectivity. It is framed within CARICOM’s wider economic integration agenda, especially in periods of external disruption.

Agricultural Development

Agricultural development strengthens regional food systems by supporting coordinated approaches to production, resilience, and agri-food transformation, especially under climate and external-shock pressures. The programme aligns food security priorities with regional economic recovery and social resilience objectives, reinforcing agriculture’s role in livelihoods and intra-regional supply.

CARICOM Youth Ambassadors

The CARICOM Youth Ambassador Programme was launched in Saint Lucia in 1993 by the Heads of Government to mark the Twentieth Anniversary of CARICOM and was formally instituted in 1994. Since its inception, the Youth Ambassador Programme has contributed to increased youth knowledge and awareness of CARICOM issues and priorities; has raised the profile of young people at the national and regional levels; and has assisted in integrating the views and perspectives of young people from across the Region into national, regional and international policy and programmes.

Girls in ICT

International Girls in ICT Day, an initiative backed by all ITU Member States in ITU Plenipotentiary Resolution 70 (Rev. Dubai, 2018), aims to encourage and empower girls and young women to consider studies and car​eers in the growing field of ICTs,​ enabling both girls and technology companies to reap the benefits of greater female participation in the ICT sector.
