The inaugural meeting of the CARICOM RBM Leadership Group will be held on Friday 29 July 2016 under the chairmanship of the CARICOM Secretariat’s Deputy Secretary-General Ambassador Dr Manorma Soeknandan.

The Leadership Group which was established in June 2016 is comprised of senior representatives of the fifteen (15) Member States, twenty-four (24) Regional Institutions and staff of the CARICOM Secretariat. This inaugural meeting aims to inter alia, agree on the Terms of Reference of the Group and approve the Inception Report for the Project which outlines the methodology that will guide the development of a Gender-Sensitive Results Focussed System for the Community.

The Project which is entitled ‘Promoting the Principles of Managing for Development Results – Furthering the Regional Integration Process’ will be undertaken over a period of twenty-two (22) months and is funded by the Caribbean Development Bank (CDB).

The Project responds directly to a recommendation in the CARICOM Strategic Plan 2015-19 which ‘Commits the Secretariat to establishing a planning, monitoring and evaluation, and reporting system that is based on the principles of Results-Based Management (RBM).’ The Strategic Plan for the Caribbean Community (CARICOM) 2015-19 was approved at the Thirty-fifth meeting of the Conference of Heads held from July 1-4, 2014.

It is expected that the System, upon completion, will improve accountability and transparency, and will serve as a reporting tool for all stakeholders within the region and globally.

The Canadian Consulting firm Le Groupe-conseil Baastel, with signifiant experience in the Region and with RBM has been engaged to undertake this important project. The Leadership Group, whose primary responsibility is to support the Consulting firm to implement the CARICOM RBM System will serve as counterparts to, and learn from Baastel, so they can in turn function as RBM champions and leaders in their respective roles.
