This is the position of Caribbean Community (CARICOM) Deputy Secretary-General, Dr. Manorma Soeknandan, who delivered remarks to  the Results Based Management (RBM) Workshop which opened at the CARICOM headquarters in Georgetown, Guyana on 6 March 2017.
 
In her remarks, Dr. Soeknandan reiterated the necessity for the RBM System stating “the development, implementation and sustainability of the CARICOM RBM System is  necessary and timely to advance the regional integration process”.   It is “expected to institute a paradigm shift in the way we work as a Community”, she added.
 
The implementation of a RBM system is part of the Reform Process underway in CARICOM and is expected to ensure accountability and enable measurement of the tangible results of regional integration mechanisms and outcomes.
 
The three-day workshop targets representatives&nbsp; of Member States, Community Institutions and Associate Institutions and staff members of the Secretariat. It is an activity of the Project entitled <em>&lsquo;Promoting the Principles of Managing for Development Results &ndash; Furthering the Regional Integration Process, which is being funded by the Caribbean Development Bank and being implemented by
Le Groupe-conseil baastel Itée.

The first in a series, the workshop aims &nbsp;&nbsp;to build capacity as part of the development of the System. In addition to providing an opportunity for the Caribbean Results-Based Management Leadership Group to build capacity in RBM, it allows for their direct participation in the development of the system and ultimately for ownership of, and accountability for, the results achieved.
 
The Community Strategic Plan identifies a number of strategic priorities with specific outcomes, which the CARICOM must achieve by 2019. These priorities are being implemented by the CARICOM Secretariat, Member States and Regional Institutions.
