The Caribbean Community (CARICOM) Long-Term Electoral Observer Mission to the Republic of Guyana arrived in the country on 13 January, 2001 to commence preparations for observing the upcoming 2001 General Elections.

The Chief of Mission is the Hon. Carl Rattray, OJ, QC, former President of the Court of Appeal, Jamaica; and the Deputy Chief of Mission, Mr. Justin Mc. Clair Daniel, Chief Elections Officer, Saint Lucia.

While in the country, the Mission will meet and hold discussions with H.E. Mr. Bharrat Jagdeo, President of the Republic of Guyana, Leader of the Opposition, Hon. Desmond Hoyte, leaders of Political Parties, the Chairman and members of the Elections Commission, representatives of the Donor community and the Secretary-General of CARICOM Mr. Edwin W. Carrington.

The request for an Electoral Observer Mission by the Government of the Republic of Guyana was made at the preparatory meeting for the Canada - CARICOM Summit in September 2000 in Jamaica, and to the Prime Minister of Saint Lucia Dr. the Hon. Kenny Anthony during his visit to Guyana on October 29 - November 1, 2000.

The request by the Republic of Guyana for an Electoral Observer Mission was endorsed by Heads of Government of the Caribbean Community.
